Born in 1960. He graduated from the Saint Petersburg University of Economics and Finance in 1982, and from the Higher Courses for Scriptwriters and Film Directors, specializing in **Non-Fiction Film Dramaturgy** in 1986 and **Non-Fiction Film Directing** in 1989.
More than 40 documentary films and television documentaries have been made based on scripts by Valeriy Balaian, including *Land and Water* (director M. Makarov, 1986), *The Dash* (co-written with V. Bondar, director S. Bukovsky, 1991), *On Air Travel in Russia* (co-written with V. Suvorov, director A. Balabanov, 1989), and *Chinese Atlantis* (director B. Uritsky, 1990).
As a director, he has made more than 60 documentary films and television documentaries, including *Between Heaven and Earth* (1996), *Alexander Askoldov* (2005), and *Nostalgia for Window Glass* (2011).
He worked for television companies including REN-TV, Alma Mater, Kultura, RTR (Russia TV), TV Center (TVC), and ACC-TV.
Since 2003, he has taught **screenwriting and film dramaturgy at the Gerasimov Institute of Cinematography (VGIK)**.
Since 2008, he has worked as a special correspondent for Radio Free Europe/Radio Liberty in Crimea.
